I just did a little digging. I think that is either mistaken or made up. The Xbox One will not be available in 21 COUNTRIES not states at launch..Also if the state theory was true, it would be on every website, not some blog or whatever that is lol.
Interestingly, I found this when looking for more info. I honestly don't know what the hell is going on with MS or XB1 at this time man.....
