Because my battlelog isn't working I was thinking about playing cod ghosts again, is it possible to be in bf4 CAG and cod CAG at the same time? And if so,do I need to do my marksman again now in cod or something?

you can only stay in one roster at one time you can be on the bf4 roster but you can still play ghosts with everyone or vise versa I think that's how it still goes haha but I would personally talk to your platoon leader about it
